The bold trend refers to the use of a dark or strong color on one of the features of the face either eyes, mouth or even blush, but it's more used on the lips in which the color stands out over other qualities of makeup.
Generally if you want to wear bold lips you should take into account that the rest of the makeup should be as simple as possible, so the lips become the central point. The face must have an even tone and you can wear soft eyeliner, mascara and some blush.
But if you want a more dramatic look, you can add some contour and use a similar color in both eyes and mouth. It all depends on your particular style and on how comfortable you feel using this kind of makeup.
